Paul Carolan serves as the Responsible Individual for Park HomeCare, bringing over 30 years of experience working with children and young people, particularly those with Special Educational Needs and Disabilities (SEND).

Throughout his career, Paul has held senior leadership roles across Local Authority, Third Sector, and Independent settings. His extensive experience spans education, residential provision, safeguarding leadership, and multi-agency collaboration.

Paul previously served as Principal and Head of Education at Beacon Reach, a multi-disciplinary residential school where he oversaw three children’s homes and one school, all rated Outstanding by Ofsted. His leadership in regulated environments has required strong governance oversight, safeguarding accountability, and strategic operational management.

As Responsible Individual, Paul ensures that Park HomeCare meets the highest standards of care, compliance, and regulatory practice under the Children’s Homes (England) Regulations 2015 and Quality Standards. He provides strategic oversight, supports the Registered Manager, and maintains accountability for safeguarding and service excellence.
